I recently decided to pick up on playing TW3 again, and saw that there was a game of the year edition with the expansions I didn't own yet. It will currently cost more money to get the remaining content for the game I already own than the GOTY edition. I wish there was some sort of discount on the GOTY version for people who already owned the base game.

What do you mean? Can't you just get the expansion pass? It's cheaper than buying the GOTY edition outright.
