I'm not getting any dialogue in the expansion...Geralt and the NPCs just stare at each other with subtitles. Also some of the books and notes including quest ones are in polish with a [PL] tag. This can't be how it is supposed to be, but I did a clean install of everything so I'm not sure how something could have gone wrong.

I re-downloaded the files for the expansion packs and did another clean install and I still am not getting any dialog. I'm getting armor that has polish names with a [PL] tag as well as notices on the notice board that I can't read to see what I'm supposed to do. About to request a refund.

That's not a clean install, that's a band-aid. A clean install means completely uninstalling the game from Control Panel, then re-downloading the main installer (v1.31), the free DLC (v1.31), Hearts of Stone (v1.31) and Blood and Wine (v1.31). Reinstall in that order. You don't have to worry about your saved games provided you tell the uninstaller that you want to keep them.

Clean install is delete ALL the files and start again.
For the German version the downloadable language files for Blood and Wine are not correct. Currently, they have a ...45... in file name, but the current game version's files need a ...52... in the name (like the others do).
Presently, I cannot install the old files, that fix the no-voice bug, until the GOGlers update the language files for B&W to match the current game version.

Perhaps, the B&W language files for other languages are wrong, too...

I confirm. Same problem with french language. I've sent a message to the game support and i'm waiting for their answer.

That's what I meant when I said clean install. I have already uninstalled everything from the control panel and re-downloaded and reinstalled it. It's an issue with the expansion pack only.

There are new installers up now, just one installer for main game and 1 installer for each dlc, before there was loads of installers, try the new installers, as surely this must have been fixed with them.

They are still the same ones that were there yesterday and didn't work.
I'm trying another clean install. Everything uninstalled, all the downloaded files deleted and re-downloaded. Unfortunately this weekend was my last bit of free time before things get really busy this semester so I won't be able to play now until Christmas break. Really disappointed with all this.

You assumed correctly; you don't need the language packs for English. If you installed those, it could be the root of your problem.

Something is obviously amiss with your installation, because with a clean English installation this just should not occur.
Yeah I know, everyone has that. It's only in Toussaint. Some messages have not only a PL but also a debug. Screenshot: http://i.imgur.com/w11tgAh.jpg Some boards have 2 of those.

I don't think we'll still see a patch for that. Hope I'm wrong!

Yes, I have done clean installs twice now. I never used mods. I'm not sure about residual files after uninstalling...I didn't see any except some in an nvidia folder that I left alone since I wasn't sure those files didn't come from nvidia.

Still haven't heard back from GoG. I'm going to ask for a refund when they respond.

Dialog is a HUGE aspect of The Witcher 3. Something is terribly wrong with your installation, OR on your system. For the purpose of troubleshooting this, can you take careful note of every single installer filename you have and post them here? Also state where your game is installed to.
