All that proves is the quest was on the storyboard and some work was done. It does not prove that it was finished before May 19th. Without a direct comment from some dev you could never prove that point based on file sizes.

And to refresh the argument was that since release they've been working on fixes and the DLC's. It was started that all the DLC's were completed before release. There is no proof that is the case. maybe it is true but there is no proof of it without a direct comment from the devs.
I think the main point - at least for me - is that these free DLC's are timed totally wrong.

OK, the outfits for the two females are meaningless, they change nothing (maybe the testosteron level), and the hair cut for Geralt is the least I would have bothered about.

Outside of these cosmetics - by the time the Temerian armor had been introduced, I had been way ahead in the plot.
So this armor - while nice to look at - had no use for me: the things I had grabbed so far were better.

All summed up these DLC's are more or less gimmick in visuals.

Does not concern me when they had been done in the first place (certainly during these three years of making the game), but I would have been a lot more grateful if the dev's would put more time and effort into the existing bugs, both visual and game mechanics.

No rant, just venting ...
