I would like to know whether the Hearts of Stone or the Blood DLC or both influence the original gameplay too, like for example new weapons or persons or quests even in the beginning of the game. I just recently started this game and would like to know whether it's interesting to already buy and install the DLC or I can focus on the current game and in the end expand with the new DLC to start a whole new adventure in a different area.

In Skyrim for example, the DLC did influence the original gameplay, there where more and different shouts, more places etc. that were already available in the beginning of the game, so in that case it was worth it.

Both expansions are exclusive from the main game, but there *is* additional content. However, until you're of a suitable level to tackle the quests, you won't be donning the new gear or sporting the new weapons (they're level based, just like all the gear in TW3). The only content you can access right from the start is the new Gwent cards. Note that I am talking about Hearts of Stone, because Blood and Wine isn't even out yet. It should also be noted that the new Gwent cards in HoS do not count toward the quest for getting all the cards. So your question of does it influence original gameplay... no, it doesn't.
