As far as I know DLCs will be released within some days after release. You'll have to download it with GOG galaxy client.

Are you sure it won't be available via web browser or GOG Downloader? The core game (pre-load) is.

Probably it will be aviable via Web Browser, but I am not sure.

Seeing how Witcher 3 and it's extras are right now available through the web browser I don't see why the DLC wouldn't be.

it is stated that the dlc is only redeemable via gog so that includes the webiste/downloader/galaxy any way u chose that has any connection to GoG

No the DLC 16 FREE thingys is separate from the season pass thats around 23 euros
