After several failed attempts to start playing the game, unsuccessfully, and trying to figure out why it would not play correctly beyond the cutscene after starting a new game. I decided to try turning off stereoscopic 3D mode in the nvidia control panel and the game immediately started behaving properly next time I started it.

symptoms with it enabled included bad cropping, black sceen with audio playing, and seemingly complete unresponsiveness after hitting the spacebar to skip

Hoperfully this note helps other people troubleshoot this issue, and the game can be fixed to allow 3D monitor usage, or at least not break when trying.
