i started a new game+ not long ago...so i'm not very far in and about level 41. how will blood and wine behave in this case? will it be scaling also? would i be underpowered in this case?

i still have a save after finishing the first game cycle (including HoS). should i rather load that to play blood and wine instead?

Yes.

B&W will probably be upscaled around level 60, the same way HoS is.

I think the recommended level for NG+ was 64.

Also, if you just started your NG+, B&W won't be available anyway, since this quest only pops up at a certain point in the main story.
