I installed the Witcher 3 and its expansions using the GOG installers. When I went into the general skills tab in-game, the new skills are "meticulous maintenance" and "balanced diet" (with a couple of others) instead of things like "heavy artillery" or "Gorged on power (or something like that)" like they should be.

Anybody encounter a problem like this and/or have a solution to it?

This happened because the GOG installers failed to delete old files with names for the skills(some call them "junk files")

I will post a solution by another person:

The xx.w3strings files seem to be the cause of the general skills names/descriptions being scrambled - there's one for each language.

There's a newer copy of those files in \patch1.

Try removing these files from the PATCH0 folder:

\content\patch0\en.w3strings

NOT removing these:

\content\patch0\enpc.w3speech (+ xxpc.w3speech if you have other languages installed)
\content\patch0\sounds.cache
\content\patch0\texture.cache

Also some people report that AFTER update 1.22(2.0.0.45) the mutagen icons revert to the old version. In that case you should also remove or rename texture.cache from the patch0 folder.
After all this you will have 2 files left in patch0 folder if you have only English installed.
