Skyrim looks like more of the same old shit, but but since there is no way we are gonna get editors for the Risen/Two Worlds/Divinity series skyrim is, unfortunately, all we got lurking on the horizon as far as RPGs with a focus on user generated content.

(I guess there is Torchlight II coming but thats really a different genera)

I'd say 'yes'. CD Projekt RED said that they'd really like to release modding tools, but are occupied with other stuff (that is, fixing bugs, getting DLCs done) for now and don't know about the exact amount of effort required to create such tools.
But if they see any reasonable way to do it, they will most likely release mod tools.
Skyrim is actually looking to be a pretty big step with a major overhaul of TES' combat and leveling system as well as having a more dark/gritty atmosphere than Oblivion's awful generic fantasy land. After Oblivion I can understand the skepticism but I've been following the news on it and so far it sounds like they're addressing most of the major problems in previous games.

Would definitely love more content for The Witcher 2 though, it's not without it's own unique charms and I'll be buying the sequel if they continue to improve the series. And I love that it's DRM free on GOG, completely hassle free.

I'd actually like to see a more open / sand box style game set in the Witcher world where you create your own Witcher, although I can understand how that could come with certain unwanted sacrifices to quality - the game's environments are so detailed and hand crafted and I wouldn't want to see that lost.
