How come the Steam patch is this big? 9GB, I mean, really?

Steam probably detected some corrupt files in your installation and is redownloading them, too.
It's 9 gigs for everyone.
Most of the game data is stored in pack0.dzip which is 9.24 GB. You are likely redownloading the new version of that file.

99% of games don't have this problem.

I figured as much. 20mb patch becomes 9gb, this is ridiculous...

Correct, they don't distribute patches for the games, but patched games. When a game has a single file that's downright huge, like in this case, it starts to matter. Usually it doesn't.

because their file structure is different. the fact that regular versions don't need to do this means it's on steam's end.

And it is CDPs job not to provice a game in one single massive file for the steam version.
