I just got the Witcher 2 and I'm surprised at how poorly my computer renders it. At the lowest settings I rarely get 30 fps. Is there something wrong with my PC? My stats below:

NVIDIA GeForce GTX 260
Intel Core i7-920 Processor
10 GB 2048 MB Corsair 9 @ 667 MHz RAM
64-bit Windows 7

Isn't that not enough?

While Witcher 2 is a pretty performance hungry game, you should get decent performance at medium settings I'd think.
The resolution at which you play is pretty important, if it's very high, try if lowering it gives you more performance and make sure übersampling is turned off, as that even taxes the best videocards available today.

Have you tried a different driver set for your GPU? Also, how much Ram do you have? You say both 10GB (which is an odd amount) and 2048mb.
