I have had an recurring issue which at first I thought was a quest bug, but is in fact a general problem. Sometimes, following a cutscene, it suddenly becomes impossible to interact with characters, any characters. Their names simply do not show up even when I stand right in front of them. Lootable items and doors on the other hand can mysteriously still be interacted with. This obviously breaks the game when it happens. What could be going on?

What I've tried: Once, thinking this was a quest bug, I "solved" this by going back to an old save. The next time this didn't work. Neither did quitting and restarting the game. What next?

Two new pieces of information: It is possibly not cutscenes causing it. I thought it was because I first noticed it soon after one. Last time it happened it was after a wilderness trek with several fights, but I don't think there was a cutscene.

Restarting the computer fixes it while restarting the game doesn't, so it must be something between the witcher programme and windows I imagine? But then why does it only affect interaction with people, but not objects? Most peculiar...
