I just made it into Chapter two and took about 5 papers off of the notice board, but only ended up receiving one quest although reading through the other notices, there appear to be all quests. Is this supposed to happen? Only 1 quest from the board?

Can anyone help with this?

They are mostly information, not quests.
You should just read through them, because they can lead you to people -> which in turn will open up new quests.
