So I'm early in chapter one, and I'm supposed to go meet Loredo at his house in the evening. The quest tracker points me at a door with a chest beside it. No matter what time of day, it just says "locked." There are no guards or anything standing around.

Is there any way to fix this?

Seems like a bug.There should be two guards there at all times.Then,when you come in the evening,you need to talk to the guard closer to the chest so he can take your weapons,store them there,and let you inside the estate.
Ugh. Since this is a main story quest, I have no idea what I'm supposed to do. I guess I'm going to wait on these guys to release the "Enhanced Edition" patch to fix and finish their game like they did with the first one, because this is ridiculous.
Have you tried doing a sidequest? Maybe doing something else will reset their positions. The fistfighting sidequest eventually takes you inside, so you might try that one.

I haven't done a sidequest since this problem popped up, mostly because I don't want to bother playing anymore of the game if it's going to just keep me stuck here. But I haven't done that quest you mention, so that might be something that I can try.

Not that I'm aware of, but like I said, this is incredibly early in Chapter 1. I've just done a sidequest or two, found out some details from the wreck, and then thought I'd come and try this part of the main quest.

I thought mine was bugged, but I meditated until midnight or 1am (i forget) and it worked - even though the journal says 'dusk'.
Are you sure you are trying to enter in the evening?

I seem to remember Roche going with me there. Try going to see him first.
I entered the quest by heading back to the bar (outside) and talking to King whatsisname - the boxer dude. Completed the boxing sidequest and then talked to the guard (evening) as I exited the gate. Quest activated...
For some reason, when I loaded the game up this last time, two guards were sitting outside the door like they were supposed to be. I don't know what made it work all of a sudden.
