I'm writing this to help out some people but most importantly if it's possible for some devs to dedicate the time and effort to patch this up as I encountered the same bug with both the Steam and GoG versions.
As far as I was able to grasp it could occur on high-core Intel chips as well. Currently I'm running a 1950x Threadripper and I had the issue where the Witcher logo with the wolf would just freeze up and no matter what tom-foolery I used such as compatibility, drivers, geForce settings (as it could have been the SLI causing the issues), saves from the previous game interfering... etc... I tried everything (not to mention the countless versions of VCRedist and C++ and DirectX I re-installed).
At the end only one thing helped and that was disabling the SMT from the bios which essentially halfed the "cores" of my CPU. For those of you that don't know SMT is like Hyper-Threading on the Intel platform.
For some reason Witcher 2 doesn't like it and there isn't a single version that would work correctly no matter what I tried. I know it's a long shot but it would be awesome if this gets patches as more and more people started buying into high-core chips with some form of multi-threading and won't be able to experience the game in it's full glory. Probably we won't see a patch like that but hey... Might as well.
