My computer runs the game tolerably, until either 15 minutes after starting the game, or entering a building.

The artifacts: They involve flickering textures, black streaks across the sky, and large flickering black dots on my map, among other terrible things. If I continue to play the game (because at this point it is still playable), eventually my monitor will lose the signal, and I cannot do anything but restart. I am at a total loss as to what to do.

AMD Athlon XP Clawhammer 3700+ (2.4 GHz Single-Core)
1 GB of DDR RAM
nVidia GForce 7950GT 512 MB DDR3 (Latest drivers installed)
500W PSU
WinXP SP3

I can't get a pic of how bad it is; when I hit Print Screen, the image in Paint appears fine...

Sounds like overheating. This game isn't that demanding, probably no more so than other Aurora games, but it can still push an older GPU with a lot of dust accumulation over the edge. Failures with graphics artifacting after some minutes of play are a usual sign of GPU overheating.
I vacuum my computer on a regular basis, and though I try to vacuum my GPU as well, I don't really want to remove it from the motherboard, as it is fitted pretty tightly.

I do have a very dusty Antec fan that fits into a PCI slot below the GPU which sucks air out of the computer. Would it make a positive difference if I removed it?

I'd still suspect temperature. Try running MSI Afterburner (free; works with cards other than MSI, too) and setting it up to monitor GPU temperature. See if you see unusually high temperature at the time or just before it starts artifacting.
check if you are well around 90° tops regarding your 3D card.

If thats not the case try downsizing the options a bit.
Lower resolution , turn down AA and AF initially.

Check if it gets more playable.

If not just use compressed air to get your PC cleaned.
Vacuming is not really necessary.

When overheating occurs consider opening your case to let more air flow in.

With an older GPU, you can get impacted dust in the cooling fins. Superficial dusting with compressed air won't get that out. You have to pull the cover off the card.
I managed to get it working yesterday. I used a wet paintbrush to clean out the GPU fan blades, and I played the game for 2 hours without issue! I love this game, to bad it's so short...

Yes! I usually use wet Q-tips, but they were too big for the GPU fan blades.
