Is there any way to solve this issue without enabling Windows Update? I'm a bit paranoid about Windows 10 forced installation, so if there's a way for a workaround - that will be grand.

I'm not sure. You can instead download & run Never10 to disable any Windows 10 upgrade.

Nevermind - I took the risk and has enabled the Update Center for long enough to download all the major updates and then instantly have disabled it - after that the required software update (either C++ or Net.Framework - not exactly an expert to subject) has been successfully installed.
