Is there a difference between the military buildings of how much they expand your borders, if so, who expands most vs. cost?

Yes, the fortress and watchtower will expand your borders significantly more than the two smaller military buildings. In terms of cost/expansion ratio the watchtower probably gets you the most expansion for the cost.

No they aren't.
You'll get a message when it depletes.
It's productivity will also lower in time down to zero at the end.
The area near that mine will also get dry, so no point building another just one cell near depleted (though those a bit further should have a bit of resources left).
