The store page seems to imply that this is a temporary problem, that it will get fixed, but it's been quite some time since we've had any sort of update to this problem.

Is The Saboteur ever going to work on newer CPUs without disabling cores in the BIOS?

Believe this was the last communication about it or was that what you were referring to?
That is exactly the communication I was referring to.

The store also has this notice:
"Please note that at the moment The Saboteur is not compatible with CPUs that have more than four physical cores."

At the moment seems to imply that conceivably in the future, it will be fixed. I want to know if that's still going to happen.

I have the game running okay on my newer laptop with an i7 running windows 10, so I'm not quite sure what the problem with multi-core is, can somebody explain if it will crash partway through the game or something?

As I stated, if you have more than 4 cores, it wont launch. Note: physical cores. So a 4790k will play the game just fine, since it has 4.
This was the response I received in a support ticket with GOG when I asked about a resolution.

Unfortunately I believe that this won't be solved soon, as this is a deep conflict between multicore CPU and how the game is managing them.
There's a fix now:
