Is it just me or does the Cyclops King quest outside Phyrn seen to be broken?

It was quite a while ago but is this the one which requires a "special weapon"?

If it doesn't work, go back and complain. :)

HI, thanks for the info, I've done that but there is no option to complain and if I go and see Elena there is no sword option in the dialogue either.
