I just bumped into this: https://imgur.com/a/v93459U. It's probably a reference to an actual book with the same name. The book was written by William Powell. It's filled with different "recipes". These can be drugs, weapons, or explosive devices. The information in the book has either become obsolete, or wasn't accurate to begin with. It was written in 1971, but in 1976 the author expressed remorse at publishing the book and has tried to get it removed multiple times. Powell said that he wrote the book to fight against communism, fascism, and oppressive capitalism. Your best case scenario from using this book is getting thrown in prison, so don't actually try anything in it, mmkay?
