is there a way ti stop the screen tearing or edit the ini file to force vsync? i already forced through amd adrenalin but the issue persist.

I know this is an old post ... but with the 70% off sale others may be running into this issue. It can be easily fixed by setting the display option in the game to Borderless Window Full Screen.
