After letting Galerius win the election, he will go on and immediately free Duli. During the dialogue where he explains this to Duli, the cage is already unlocked and you can walk in, grab the tablet and walk out.

If you stay away from Duli after this point in time, he will indefinitely wait for you and just stand there, not actually proceeding with committing his "sin".

Not sure if this is intended behavior, but I would suppose Duli would go on and get his "treasure" even if you are not around to witness it, or talk to him about it, right?

We will be posting about what bugs we have been able to resolve in the FAQ’s so please keep an eye out there for updates about what's been resolved in any upcoming patches.
