1080p is the highest resolution I can choose in fullscreen mode. anyone else having the same problem?

no issue for me, the game detect my WQHD monitor 3440x1440p

Debe ser algo particular de tu sistema. Yo tengo un monitor 2k ultrawide y se puede configurar el juego sin problemas
