Considering the game is being implemented into ScummVM, I can't see a reason why providing English talkie version would be technically difficult. The bigger problem is: there are no voices recorded at all. I doubt anyone can record quality voiceover (even with volunteers as the cast) without hiring a studio (which also implies gathering everyone into one place etc.). The bottom line is, as always, the whole idea requires funds. I'm hardly convinced anyone would be interested in sponsorship...
Sadly the game was programmed in x86 assembly and 68x assembly for PC/Amiga versions.
and the PC source code is lost. You are correct that Implementing the game in ScummVM does infact allow us to play around with the way the game works. Its possible to do anything since Im infact having to re-write ALL the game logic. However the furthest user modification I intend supporting in the engine is the Spanish fan translation.

All you need are a few volunteers with microphones and some testers

Great question as I was just about to submit a ticket to support about this although it's a free game.

I guess we'd still have to scour the Internet for the CD rip and play it that way because I only had the chance to play the DEMO version as a kid, and now want to have the full & proper experience!

18MB is defintely a text only version, although the store page information shows English as an "Audio" option, which it clearly is not.

I'll contact support anyway!

CD version contains `VOICES.RES` which is circa 36MB. This is where voice acting lives.
