Does the universal patch tweak that part of SS2 that involves you needing to have a specific skill in order to progress?

no. gameplay tweaks are maintained at systemshock.org (with pretty much everything else SS2 related).
also, there is no such place in the game - if you are referring to that place where you need research 1, this can be avoided by using the labassistant implant, and in case you mean the place where you must hack a replicator, you can do it with an ice-pick which requires no skill.
