from the steam forums they're saying 4k textures for most things is what gives it it's size.

The base game contains all DLC files as well since a certain update. The actual DLC install will simply unlock this content - so it is the same download with and without DLCs. The recent update unfortunately is missing the needed DLC files which is the reason why the game became much smaller - unfortunately it also disables all DLCs. Devs are aware and will fix this asap.
