I tested numerous games and nothing, but Stranglehold is driving my CPU crazy. I tried capping the fps in the nvidia control panel, nothing. The game is running perfectly btw but it's using up unnecesarily lots of resources. The strange thing is that the GPU is barely used when I run the game. Is there a way to find out what causing it? Because I remember running the game a few years back on my same pc and didn't have this problem.

My specs are:

i5-2400 3.10 Ghz
Nvidia GTX 750 ti
8 gb ddr3 ram

I'm pretty sure something is not right with the settings, but the video options arent giving me too much of a choice to fiddle with. Hope you guys can help me out.

Don't know whats going on with your pc, i have run this game on my main system with rtx 2060 gpu and another very old weak system than yours with gt540m gpu and i7 2670qm cpu and even i don't have 100% cpu usage in that old a55 laptop when running this game. Heck that old system easily does 720p 60fps all the time in this game and my main gaming rig is mostly sleeping while running this game.
I have two questions for you: When you play Stranglehold, are you playing YouTube? And do you have an ad blocker for YouTube?

Because in recent weeks YouTube has been increasing the load up to 100% on the CPUs of PCs with browsers or extensions that use ad blockers. An abhorrent practice.
It does ramp up my CPU and GPU both to 100% utilization but I'm running an Intel NUC so that's to be expected as it's a low power mini PC. CPU is a bit better than yours (i3-8121U), GPU is quite a bit weaker (Radeon 540X Mobile). This is playing at 1080p with all the settings enabled at 60fps steady with a perfect 16 ms frametime.

Only other things I have running in the background are W10 Pro's antivirus, GOG Galaxy and Steam client, and of course AMD Adrenalin overlay.

I would say to not really worry about it but I'm used to games pushing this system hard due to what it is, even if these are older games.
