Just my opinion - but I'm sorely lacking an option in the game, where you can basically threaten with war of pacification.

Basically, a diplomatic option that goes "If you don't stop fighting, I'll go to war with you" - as a way to play space peacekeeper basically.

...I say this mainly because I've reached a point in my current game where the two large federations are almost constantly at war with each other, and I can't join the one I'm associated with fully because they keep going to war with the other federation.

all the other remaining civs are pathetic in power to me - I just want them to stop fighting for a minute...

you need to get bigger so you can force a peace... one way or the other
assuming your fleet can win the battles and you have at least one ground attack group then yes its possible to take small bites of systems each war and force them to be your new vassal states
