Are there officers beyond the apprentice level? I've found some nice (expensive) officers, but they're still all apprentices, and they don't seem to level up.

No, for now there are only apprentice level officers. We had an idea (we still have it) to implement a way to level them up by sending them to academy or something like that. It's still an idea, but we made them apprentices so that we prepare them for the things to come. :)
