3- Back up Game Folder
5- Paste the _CommonRedist entire folder into the Install Dir (not sure if necessary)
5- Copy the contents of the _CommonRedist into the existing _redist folder.
6-Run the new version of the xnafx40_redist.msi

Holy. Freaking. Cow. That actually fixed it.

I stumbled upon the reddit thread that gives you exactly this step by step solution, and yes. It works. Hallelujah.

The thing is that there is no __redist folder in the gog version. I manually created the folders as shown in the thread above. Dunno if that is even necessary for sure, I suspect installing this specific dotNetFx40_Full_x86_x64.exe & xnafx40_redist.msi may have been the ultimate fix. Rebooted after installing that, sheezam! No more slow mo.

NICE. This makes the game speed totally consistent! My town marathons feel so smooth now.

I only had to install the new xnafx40_redist.msi, and I restarted my computer for good measure, though I'm not sure if that part was necessary. Hopefully the next person can narrow it down even further. My GOG Galaxy install actually does include the __redist folder so I just dragged everything into there, skipping the 4.0 folders in the middle.

The game would randomly slow to about 75% speed for no reason, eventually fix itself, and then happen again over and over.

Yeah, I'm reluctant from buying GOG version due to missing soundtrack option and this bug. This needs to be fixed, otherwise it sends bad message to potential buyers. Stardew Valley is really popular, and I'd like it on GOG.

I understand well your concerns but I fully trust GOG and Stardew Valley's dev. And that's why I asked if someone reported this : because it should help to accelerate things ;)
GOG isn't perfect, but in the fields who are important (to me), they rocks and are the best, and ConcernedApe is doing an amazing work ! So I personnaly don't have any worry : even if it may take some time, I'm sure things will be fixed.

At first, I thought the slow down was part of the game mechanics. I seem to noticed the slow down mostly in open areas and thought that maybe running in grass or sand slowed you down. It wasn't until like 25+ hours in that I started thinking bug.

This is the first issue I've had with a game, and I was able to find a fix in minutes just by coming here. It would have been better if the developer fixed it but until then I have this.

Steam does seem to offer an Offline mode which might work if it's in the mood.

The general future seems to be always online. Look at stuff like Spotify and/or youtube replacing people's desire to buy CDs, or Netflix/HBO/Hulu/etc. making people less inclined to buy DVD/BDs

I'm old fashioned. I fear Steam and the other services will go down one day, and I'll be without my games. Gog might disappear too, but at least I have the option to back up my installers, so in case it happens I've still got what I bought.

That said, I do use Steam quite a lot. It works okay, if a bit memory hoggy, while you're online. It does provide a good auto-patch service and cloud saves and such. And their sales do make it rather cheap to jump on a game that might catch your fancy.

Only thing that makes me steer clear of a game is always-online requirements. A game having an always-online requirement basically tells me the publisher knows it's a game that isn't good enough to be a classic people would want to play for years to come. And the few fans which might stay around till the servers are shut down just get their heart broken. So I generally take Always Online as a tag saying "Quickly boring"

So everyone who had "4.0 Refresh" version of XNA runtime already on their system had no problems, but people without XNA runtime on their systems who installed GOG version and accompanied runtimes could (and have) experience performance problems.

Looks like you've figured it out.
Doing the steps in the OP didn't work for me. Simply uninstalling the XNA framework and installing the refresh version did the trick though. I did restart between uninstalling and installing each version but that may be unnecessary.
