I can't quite find an answer for this anywhere. Does the npcs have to be from a colony you started, or do you just go to a villiage or location with npcs and do quests?


I also take it Nuruu is not recruitable either ;p

Completing any quests for the NPCs, may give you the chance to join your crew. Except main line quest characters. So, sorry no Nuru. :(

You can hire penguins at the outpost too. They are generally good crew.
