When lining up a distant target - say, for torpedo attach - the view "slides" off to one side, banking one way or the other, like trying to force two like magnetic poles together that keep repelling in unpredictable directions. Try to compensate, and it just slides off in another direction. Then, sometimes, it just stops - but only for a few seconds. Then it begins again. Makes it nigh impossible to line up a long torpedo.

Yes, I've adjusted my dead zone a hundred different ways. Yes, I've used many different hardware combinations over the years. My XBOX One controller has the same issue in 2017 that my Logitech Rumblepack had back in 1998. And there have been many in between.

This has always been an annoyance, going back to 1994. I've had it on a dozen computers over the years so I know it's not my rig, my joystick/pad or anything except the game itself. I can't be the only one to notice this. I've searched for a post on this but somehow no one else has brought it up.

Welcoming any and all theories on this.
It's a quirk of the engine, you cannot point at certain parts of the skybox and when a target happens to be in front of those parts, tough luck.
I managed to point it into the center of the repelling area once and it resulted in flipping my TIE Fighter into the opposite direction.

So yeah like Det_Bullock said it was probably programmed this way to overcome a limitation in the game, still very annoying indeed.
Well, crap. At least i know now it's not some personal vendetta from God. Thanks, guys!
