Just installed on a Windows 10 laptop with NVIDIA RTX2060, will not launch - even directly from .exe. Upon reviewing the Scan Hardware of the Configuration Utlilty, it had failed to detect the Video Card Driver portion: "Your current video card drivers are out of date NVidia cards require Detonator 45.23 Drivers or better."

Does anyone have a fix for this?

The hardware scan of the game is out of date since forever and it's not in any way connected to what works or not with the game anymore, check your Nvidia driver panel and see if there is some setting activated and try disabling it.
It might also be some random windows setting.
