Whenever i get on a terminal and play an recorded hologram transmission i can't see the blue frame and wavy effects, i just see the usual models like if they weren't holograms. I'm running this game without any mods and turning the v-sync on and off have not helped fix this bug

You are probably running the game with Intel video card.
