I've had the problem that the fullscreen mode is considerable brighter than the windowed one. You can check this by alt-entering between the modes or by alt-tabbing to the desktop, which then becomes too bright too.
You can fix this permanently by opening the console with shift+tilde and type "r_overBrightBits 0".

Worked for me! Awesome. Yeah the game was just too damn bright, even steam overlay was getting brighted up as well which I find very odd.

You can also go to both config files and change the same value to 0.
