So I purchased the game a few days ago and started the OOM-9 campaign. I got to mission three and confirmed what I suspected in mission two: the "Hard" AI isn't functioning correctly.

Specifically, the AI is not creating more units or attempting to expand it's economy. It is using the starting units aggressively, but failing to replace any losses or use any production buildings. Additionally, it is not attacking my base or my units at all with anything. Ever.

I noticed in mission two, I was able to draw out the initial Naboo army, destroy it, and essentially wander around the city at will. I assumed it to be a one-time error. Now I'm on mission three with the same problem. I took over the initial town that concedes as you approach their command center with your starting force, defeated the Naboo Royal Navy (green) and Spinnaker (yellow) starting units; several waves of mechs and mounted units / basic ground troops, made a handful of buildings, and left my game idle (not tabbed out) for the past hour, and just watched.

The yellow and green bases have not sent a single unit at me and, potentially most telling, my teal ally on the map, YIN-762, has not created a single unit, military or otherwise.

In this most recent example, I restarted the game, moved the difficulty around before settling back on "Hard" mode and this is the result.

I'm not sure if this is an issue on my end or a scripting problem or what, but having an inert enemy is not a welcome challenge. Has anyone else had this issue?
That's pretty much how the campaign AI behaves in this game. The difficulty settings rarely seems to affect how the AI performs in campaign missions, and usually just gives them a bunch of free extra upgrades/units or makes your forces weaker.

That's my point exactly. The original release of this game provided a significant challenge between difficulty settings due to the Hard AI utilizing it's buildings and resources to hamper your progress and offer resistance when being attacked.

This iteration appears to have big, empty cities full of buildings that aren't used. I'm going to push forward a few more levels before I pass any premature judgments, and specifically go after a few of the more challenging missions like Leia mission one, where the blue base should be spamming low level units and trying to get into the neutral city.
I can confirm this issue on all difficulty levels in the first level from the Rebel Alliance campaign. There are two imperial bases which are supposed to attack a city in the middle, whose bridges you have to defend. However, the bases don't attack at all.

I guess the AI has been screwed up, at least for SWGB campaigns.

Edit: I also tried both Windows 10 and 7 and the issue is present on both.

Edit 2: The problem is present on Episode II campaigns as well. I'll ask for a reimbursement until this gets fixed.

Edit 3: I'm still not sure about Ep. II, but other campaigns work fine if I open Battlegrounds.exe in the game folder. It has no music, though.

Edit 4: everything is fine. I was looking at Confederacy scenario 2, where the opponent does nothing until a time trigger is triggered. About the Rebel Alliance issue, it's just that scenario, the AI is very defensive (more than vanilla) and builds no military units until minute 30, from then it begins sending stormtroopers to the city of Theenes periodically. Scenario 2 definitely works fine (I even began getting rushed over at one point), so I guess there was no problem at all, other than poor AI settings for a particular scenario.
