The current top review for the game advises running "the video settings program", but doesn't tell how to launch the said application. I tried every executable file in the game folder and none are applicable.

look at you windows menu, you shuold see three recently added shortcut one of them is"video setting"
if not just create another game shortcut and change the target

Gog\STAR WARS Racer\SWEP1RCR.EXE" -v

to add the -v command
Another way of doing it is to open the game page in GOG Galaxy and select "MORE" -> "Other" -> "Video Settings"

I don't see an option above 1600x1050. Is this a hard limit? I was hoping to run at native 1920x1080. I tried in the registry but it crashed.
The best in my opinion is setting it at 640x480 in the video settings or registry, and using dgVoodoo to override the resolution to use the native one. That's how I play at 2560x1440 with 8xSGSSAA in 16:9 (using my 3D Vision fix for the aspect ratio).

I don't know why if dgVoodoo has partnered with GOG I haven't seen any game using it by default.

Has 1920x1080 support for me so not sure what's happening in your case.

Personally I suggest 1280x960 for a good balance of resolution and correct aspect ratio on 1080p screens as playing them in straight 1080p will make some things stretch which imo is not worth the extra pixels at the side of the screen. Unless your monitor automatically stretches any resolution to fit it of course. (btw this information is targeted generally towards others reading this thread, not specifically you)

I have a very annoying problem. No matter what resolution I set the Display Mode to In the drop down video settings menu in Galaxy the game launches in 1920x1080 and looks awful on my screen. I'm trying to get it to work on 1366x768. I've tried repairing and reinstalling but its still the same.
Edit: Fixed! I reupdated and it worked.
