So I'm having a strange issue where despite the game running smoothly when I try to move the camera using the arrow keys or the mouse at the edges of the screen suddenly the camera stutters. The game itself isn't necessarily dropping frames and I can drag the camera from the minimap without problems it's only when I use the mouse or the arrow keys that it starts.

I've tried changing settings in the Nvidia control panel as well as enabling and disabling Vsync as well as trying to limit the framerate to 60. I've tried changing the compatibility settings disabling high DPI and setting the game to admin.
