Whenever I try to launch it, it comes up with an error that says "JK.EXE is not a valid Win32 application."

I've tried everything, all other patches just make the main menu either dark or rainbow colored. I can't seem to mod the game in the slightest.

I have the same problem. The new operating systems really hate the unofficial patches. It's not a pain for me really as I enjoy the retro look. Hope you find a solution tho. Good luck!
I somehow managed to get it to work, but I don't know exactly how. It took replacing the mods exe with one from another patch and attaching dgvooodoo 2 to the game (but it wouldn't normally do it so I don't know how I fixed it) and finally I got it to work. I don't know if I could replicate it though.

Ha! I know the pain. I remember making mods waayyyyyy back for Jedi Knight. Braking the game so many times. After 2h of fixes I made it work but had no idea how I did it. XD
