GOG's Elite Force's multiplayer may be dead - the online portion of it sure is - but The Last Oupost's Holomatch updated standalone version is freely and legally available thanks to Viacom's blessing. There may not be a whole lot of players anymore, but it does feature a decent amount of servers (mostly populated by bots).

So far I've only stumbled across two other human players. Hopefully the weekends prove to be more active.

Not really, Raven Software's master server still exists but several migrations destabilized it. I've already posted community alternatives: https://www.gog.com/forum/star_trek_voyager_elite_force/community_servers I'd think the legal agreement with GOG would override that... Also it comes with too many unofficial skins and maps, some of which broken IIRC.
