to get maximum federation points you have to talk to Munroe and he has to give you coherent responses. in the Original CD-ROM version I had trouble with this too, but only some of the time, it is a timing issue. Most of the time, he would only whine about you being a "Starfleet brute!" but would not be reasonable. only part of the time. I have not had any success getting him to speak to me in the GOG version either.(aside from the dirogotive statement of Kirk being a "Starfleet brute!") obviously the timing issue is still unresolved. I am unable to get 4 fed points here. Any suggestions?

Have you looked at, and possibly used Spock or tricorder on, the small viewscreen in front of him? (It's like part of his chair). I haven't finished re-doing this mission (after getting a miserable review the first time through lol), but I did get that guy to say at least one thing different than the "brute" response.
the dialogue you refer to is addressed to Spock, and no, I hadn't heard of it until just now. But for Munroe to address Captain Kirk and for Kirk to have a choice 1-2-3 I have found the only way to get Munroe to talk to Kirk is to have both mcCoy and spock stunned by the Vardane. this is a very buggy game, but so long as Kirk doesn't go under I guess it is okay. I am gong to see if I get points off for letting McCoy and Spock get stunned. Clearly a timing issue involving Spock not being conscious in order to trigger the Munroe Kirk dialogue. As spock might say, this is illogical.
Wow, that is... unintuitive, at best. I guess that means you need to go into that central control room before dealing with Breddell? IIRC, the guards don't fire if you've already taken care of Breddell? Hopefully, I'll have time to get back to the game later today. Thanks for the info.

the last time played, I went into the control room immediately after leaving the cell. whether you stun the security men or not doesn't matter, first time I "got in good" with them and same.result, Munroe said nothing. Second time I went in immediately after being released by Sheme stunned them and an hourglass appeared(I suspect by this it is a timing issue common with old games and MS windows OS in general) however, Munroe said nothing. Apparently Spock must be stunned in order for Munroe to talk to Kirk. I also played this in 1995 but with a Windows 95 OS using "dos mode" and a SBPro(old version) card that ran directly off of an ISA slot without drivers and it had the same results. I at the time just assumed Munroe was just programed to be a big baby to begin with. I did not even know Munroe was supposed to say anything constructive beyond the whining about "Starfleet brutes" or some such tantrum. I only discovered this in a youtube video more recently posted by someone else(who also only came out with 3 fed points like I did. I think it was bugged from the start and not ever patched(no one downloaded anything in those days) but has no baring at all on fed points. I did get him to speak and used Kirk response 1 after I "let" the vardane stun Spock. still only 3 Fed points as before. Listing all the tasks I accomplished would take too much of this post, but I did them all starting with central then the computer, beat chess game sabotaged shuttlebay, lastly Bredell and bookmark code ect. Only thing I did that I can find no other way was I killed the monster and Starfleet might not like that if there is another way I don't know what it is.
I know this is an old thread, but the only dialogue Munroe says talking to him in the control room that I ever got was the Starfleet brute line, and I always get 100% now on the first mission. I'll give you my usual playthrough:

Arriving at Espoir, ask Munroe to beam down. I don't think it matters what you say to Munroe and Breddel afterwards, but I usually say things to Munroe like Why are you doing this, how can a loyal federation scientist do a thing like this, and with Breddell is revenge the only thing you ever think about, and even with your goons you're too scared to face me.

Then you have to convince Sheme to let you out of the cell, you can do this by asking about his father, asking him to clear his father's name, then asking him how Breddel treats his friends. There's also other dialogure paths you can choose that work. After getting your equipment, go to the docking bay. Surrender and use Spock on the two controls and sabatoge them. Go outside the computer room, stun the guards. Inside, stun the guard. You have to "excel" at the chess game, choices: 1, 2, 1. Use both tricorders and then Spock on the computer to get the data.,

Go to the crew quarters, use the medkit on the sleeping crewman to drug him. Get the dummies. In the execuitve quarters, get the air filter. Go to the transporter, quickly use the air filter on the floor. Use the training dummies on the transport pads and beam to security. Talk to the head guard and choose choice 3. Use the science tricorder on him. Use Spock on the right console in the back of the room, then the chair controls and the one in front of the chair.

Go to Central Control, talk to Munroe for the brute line. Use the medkit on the technician with the allergies in the corner. Have Spock use the two controls on the side and the console in the front. Go to Special Projects, quickly use the kill phaser on the beast. Have Spock use the console. Leave the room and use your communicator, you'll get a message about the Alexander being on the way.

Use Kirk on the lock to Breddel's quarters. I pick dialogue choice 2 about morals. Stun Breddel. Take the dart board. Take his journal and tricorder the bookmark. Use Spock on the proto-weapon controls. And that should do it.
