Changes in the RTS_CFG.H file have no effect in single player campaigns. Does anybody came across this or has an work around?

What did you try to change? The single player missions do have their own scripts (which no modding tool has ever been released for), but other stuff is universal and controlled by rts_cfg.h. There is also stuff that depends on the map itself and can be changed using the map editor.
