Is the OST available anywhere ?

It is pleasant. And so far, I've only spotted a few tracks on youtube. I regret its absence as a bonus on GOG. Can it be bought or downloaded somewhere ?

yes all the music is included in the gog version of the game... can't say for others

if the game folder is C: Star Ruler 2 then the music will be in C: Star Ruler 2 / data / music;
industrial = schemes_of_the_divine and schemes_of_the_divine-intensity
imperial = Aleiens and GalacticPower
exploration = drones , exploration-intensity 2, exploration-intensity 3, hydrogen_helium_and_various_metals, melange_melancholy, spark_of_the_divine and [my personal favorite] vast_and_lonely

the different folders play at set times during the game and yes you can add | swap music into these folders for custom playlists
