It seems weirdly out of context compared to the other screenshots. Is Kirk syndrome a thing in these games or is it just a random species of humanoid females who go half naked for the hell of it?

Mostly the second one. I did not encounter that species yet, but most aliens are completely inhuman in apearance (think "giant clams, talking rocks and sentient gaz clouds". Even "vaguely humanoid" is uncommon.)
That part of the game is probably a nod to said Kirk syndrome. Since it's an exploration game, some trekish references were mandatory ;)

The weird, slightly insane aliens are a big part of the fun of this game. I have a particular fondness for the cowardly space-clams :)
