I couldn't update my review on GoG, so I cam here. I think I figured out why I was getting stutters and poor frame rates, even during cinematics.

I usually run games at 4k (native to my TV) without any upscaling. Changing it to 1080 has fixed the problem. It doesn't look as good anymore, but at least it's playable for me.
