You definitely can burn and backup the installer after you download it.

Fellow Canadian here; your payment is just done in USD, so whatever the exchange rate is on your credit card for that day, that's what you'll pay in CDN. For example, looking at my most recent statement on July 15th my City of Heroes monthly fee went through at a 1.16 exchange rate ($1.16cdn for every $1usd) so I ended up paying $17.39cdn on the $14.99usd payment. On July 22nd I bought something else from a US website and ended up with a 1.13 exchange rate, so the difference between CDN and USD was less on that day.

i paid 7.29€ since 1$ = 1.38€
best money ever spend and way cheaper then steam.
