mothwentbad: The one thing I'd definitely change: I'd seriously nerf the ability to land on a planet and repair every time someone takes heat. It just isn't cool how it's almost impossible to hunt pirates even if you radio for help from 5 traders. Maybe late in the game you get crazy weapons that do 8x as much damage or something, or maybe there's a way to hold your fire and lure them away from all the planets... but mostly this just needed a serious nerf, like some kind of alignment-based landing restriction when you've been in combat recently or something. They should at least have to outrun you before they can discretely land someplace with none the wiser for their antics.
It's kinda helpful though when you can do it too, but that is way annoying. To make things worse if you propose the battle and they land, all your help tends to go on about other business and will refuse to help the next time around. I basically stay out of everyone's way until a pirate starts pissing everyone off and they start asking for my help. That way when they when they leave a planet everyone goes back after them. It sucks if you have 5 guys and suddenly you're the only one tangoing with someone too tough for you.

Maybe you could hunt them in a text quest if they land. That could be one way to do it, all though I do tend to avoid the text quests.

That would be pretty interesting, though I imagine it would get really easy and really repetitive, seeing how easy it would be to farm the quest until you memorized it. Then again, they could reserve this for specific, nefarious, government-issued targets.

It's only fair if they can do it to you too, of course.

A mini-game might be more fun, though. I'm not exactly what form it would take. But then you would still be taking a risk when you land, especially when outnumbered.

A FPS hunting mode pop's to mind, but that sounds like it would just be a watered down version of something we have done a thousand different ways, and therefore sounds like a horrible idea. I'm not sure there is a great solution, but the restricted landing idea seems to be the simplest and most elegant option.

I was thinking of more of a flight sim sort of thing, 1st or 3rd person. Tom Clancy's Space Rangers would be a bit much. X-D
I'd like to drop in a few months later and thank everyone for their thoughtful replies and discussion - I never did return to SR2 myself, but in other sci-fi news I've been enjoying Earth 2150 from the sale two days ago =) I loved Earth 2140 in the old days, but somehow passed this one by based upon a bad impression I received from the trailer about ten years ago! >.<
Might be the voice over :p Space rangers is a great open play game, but it does have one of the most horrid voice-overs I know in it's trailer.

I had a great blast with it so far; had to learn alot over the time, and made several noobish mistakes on the way. Currently I'm quite far in, pushing back the dominators with a nice allround ship. Still not sure wether I'm winning or not... Dominators got some kickass mobile space station that molests anything that comes close to it.
