No, more than likely, its the same DotEmu version that was also available to get free for a limited time for Amazon Prime subscribers for Twitch.

However, also, Kizuna Encounter for the Neo-Geo Premium Selection, has just recently released. The one on GOG currently is technically a Code Mystics port, but its an older one with no online modes. The one on Steam is a newer port with online modes and some additional stuff similar to the RBFF 2 port on Steam.
