I've played through as an independent trader, but never helped "win" the war for my side (delivered weapons, supplies where needed, bought about 32,000,000 in war bonds [at a loss]) and had five or six governors at 90+ approval and never got married. Ever. So I'm trying Piracy.

Syndicate pirate Orca was useless, so traded in for Hellcat ASAP. Worked up to Shark, upgraded the lasers to have a chance of EMP, upgraded missile to EMP, and have tried time and again to board ships (usually freighter or transport ships, tho one a Pirate Orca did try to attack me...) and only captured a ship once. The rest of the time, they manage to get away OR I EMP them but the "Board icon" doesn't appear in rotation (or vice-versa). I'm wondering if I'm doing things wrong as it seems like maybe boarding should be a little more common than just blowing people up. Should I forget the EMP weapons and just go for the occasional EMP burst? Anyone else have advice on being a successful pirate?

To use the boarding action you need to have the boarding ability, and also have either A) pirates among your crew, or B) the boarding cargo hold upgrade, as I understand it.

Perhaps you haven't grabbed the cargo upgrade?

I have both; and have boarded at least one ship, but others....not so much. I especially hate the VIP ships that I try to board only to read the shuttle "has failed". one can only wait around for EMP then Board actions for so long ;(

The next upcoming update will clarify, correct and slightly modify the current boarding system. It´s scheduled to be released in September.
Honestly, I made a living as a neutral pirate by getting the tracker sensor upgrade and just sniping any destruction bounties I could find while I bounced round systems. Also running Weapons, Engines and... components? into systems at war makes a reasonable profit per tonnage, since if you've stayed neutral noone bothers shooting you.
This was sufficient to get me to the point where I could fly to the Federation and outright buy an Avalanche (easily my favourite cruiser, especially with Disrupter cannons), and eventually board my way up through the Marauder to the Stonewall. At which point you should put all effort you can into founding your own empire, since a player battleship is pretty much the scariest thing out.

Also, others have said it, but if you go true piracy, street rules is a very important skill to be able to keep functioning.
